A message from our CEO

During the summer of 1949, a speech clinic was conducted at Bradley University for children who were diagnosed with mental retardation (now referred to as Intellectual and Developmental Disabilities).

Clinic not only helped the children, but it also afforded the parents an opportunity to meet and get acquainted with one another, and to share common concerns. This resulted in a meeting of parents and interested community leaders. In August 1950, a class of ten children began meeting at Neighborhood House with Eleanor Norton as their teacher.

Thankfully for the greater Peoria area, the Peoria Association for Retarded Children or PARC (now EP!C) was born. This next year EP!C will continue to review the importance and value of the work we do, from our innovative beginnings to today. It’s important to understand our history and as we continue to provide valuable educational opportunities, residential choices for community living, employment training and job placement, along with support and guidance to parents and guardians.
